Best hotel to stay at for a bunch of 21 year olds

Yes there is, but the HRH has fallen out of favor with many posters here... they either bag on it or mostly just stay silent. Cosmo is the "it" spot and has been since it opened a year and a half ago.

The vibe at the HRH is much improved since 2008/09, which I consider the worst years there. Money's being spent on the property again and the pool scene has improved again since the hotel took it all back over.

Another good budget option is Imperial Palace

It's cheap and right in the middle of the strip. I much rather stay there than Excalibur or Stratosphere.

+1 for Cosmo - it is the hottest hotel right now and def skewed younger than WynnCore or Venetian/Palazzo. There are so many bars in Cosmo and on nights when Marquee is open there is just another level of energy there

Another +1 for Palazzo - not the age range you're looking for but if you do the Bella Suite you have 2 queen beds + a full-sized pullout. Perfect if you want to cram 5 guys in a room (and if you don't want to cram you can always do connecting Bella Suites and each person has their own bed)

Also close to Tao/Tao Beach, XS, Tryst, 1OAK, EBC/Surrender etc. The avg age in Palazzo is definitely older but on weekends there is a lot of traffic in that area of the strip because of all the tier 1 nightclubs and pool parties in the area. Also will save money on cabs.
