For value Mon Ami Gabi on the patio is tough to beat. Awesome food, crazy wine list, and fantastic view. Dishes are around $25 and you can get a truly great bottle of French wine for under $50. An amazing meal for about $50/person including wine with a great table on the patio is tough to beat.
Like all great travelers, I've seen more than I remember, and remember more than I have seen.

If you're a Foodie, then there's a few places that should be high upon your Wishlist:

é by José Andrés @ Cosmo

Twist by Pierre Gagnaire @ Mandarin Oriental

Picasso by Julian Serrano @ Bellagio

Restaurant Guy Savoy @ Caesar's Palace

      Joël Robuchon @ MGM Grand

L'atelier de Joël Robuchon @ MGM Grand
"Bringing a girl to Vegas is like bringing a warm beer to a bar that serves FREE COLD BEERS... and everyone sitting there just spilling Cold Beer all over the place and you have to pretend you just loooove your warm beer." - Andy Haynes

The last 3 times I've been down I've always made an effort to go to Todd English's P.U.B. in City Center. I jones for their prime rib chili and their beer list is beyond amazing. Also, Holsteins has the best alcoholic shakes (Brown Cow is the Nectar of the Gods) and sliders.
                  I'm on a horse.

If you want some of the best Thai food in north america Lotus of Siam is the place. It's in a ghetto strip mall off strip but it's the best Thai food I have had outside of Thailand. Some of my other favs:

                    Bouchon (for breakfast)
Ellis Island Casino ($15.00 rib special at the bbq restaurant)
                    Burger Bar
                    Wicked Spoon buffet in Cosmo
                    The Steakhouse @ Circus Circus
