I was going to ask what stuff you wanted to see on the strip Stacie but realized that no matter the answer, the Stratosphere is far away from it. lol Well, except the Stratosphere tower. Which is neat once, I guess.

Lots of cheap options closer in as mentioned. Don't need to jump all the way to Cosmo if your friends can't support it. Harrah's & The Quad are cheap and on the Monorail to save even more money potentially, although coming home late still means a taxi or walking.

Go on the totalrewards website and look at the vegas rate calender, if you have comps at rio you probably have comps at the other hotels on the strip.

if you have comps at the rio you def have comps at the other total rewards properties. at the very least you will have reduced rates. PH is right across the street. might be worth a look.
