    I'm going to go out on a limb and say your buddy pulled a fast one on you. Otherwise security would be able to look at the video footage and see if anyone entered your room while you were out.

      I agree with the above statement. Sounds to me that your buddy is $1200 heavier in the pocket. Your story is that you had problems with the safe, left your buddy there while you went out. Once the issue was resolved, your buddy verified that the cash was still there proceeding to leave the room to come meet you. You then head back to your room to find that your money is gone and want to blame security/hotel staff even though it sounds and seems as though your buddy was the last person in the room. Sounds fishy to me.

          One thing that I'm still confused about. Why would a maid or some other staff member replace bills in a safe for equal amount of dollar bills? Why wouldn't they just take the envelope? The staffers HAVE to know that there is an electronic footprint.

                        All of the hotels I worked for had safes and they work like lockers at a theme park. The door doesn't stay shut but you put your items in the safe, go through a couple of steps and create your own PIN/code then close it. What ends up happening though is that guests don't leave it open after they're done using it and their old code; that nobody else knows, ends up locking the next guest out and they have to call maintenance/engineering. They have tools that let you get in their so they can reset the PIN/code and the new guest can input their own.

                        I don't know if that's the scenario here though.
