If you read the story it looks like MGM is thinking of outdoor boxing or UFC matches for 50,000 people-maybe Mayweather's last fight or two

The article mentions that it takes 45 days to build up for the festival and 30 days to tear down, so I wouldn't expect there to be a fight the weekend right before the festival. This does look pretty awesome though.

Yeah with this, the SLS hotel and the future Resorts World Las Vegas by Genting at the old Stardust site, it surely looks like the North End of the strip is going to become more interesting over the next few years.
