Do people dress different on the NYE?

Any specific outfit color?
Suit and tie?

Only time in Vegas was on july! People dress diferent on winter? A more upscale style?

jackets, scarfs, coats since its so cold. but underneath that everyone still dresses up pretty much the same.

just remember that on New Years Eve, the strip will be closed to cars, so if you're walking from one place to another you might want to dress warm. Most clubs have coat checks so you're not too hot inside.
