i think a good place for this would be Light because of the giant LED wall they often write "happy birthday Xperson" or welcome so and so. So you can talk to your host about having them write Will you marry me girls name. Maybe have the Dj lower the music for a second and have a spotlight on your table while you ask.

always been curious about the LED messages on the wall / waitresses with the letters coming thru ... do you have to spend bank to get that type of shit?

^^^ Agreed, man please don't pop the question at a club, anyone... I did have a client pop at Hyde, it was during lounge time, like 730pm I think. We setup a table on patio against glass, they just got some drinks, apps, no one around them really. When the fountain went off he asked question. Something like that may be cool..
