What does a mood director do?????

Ive seen this alot around town looks fun, but Ive always wondered what exactly are the job functions and or duties of a nightclubs mood director? Is it all partying or also being a host/ promoter? Do all vegas clubs have this position?

They do the costume characters, etc.. and dance around crazy, nothing to do w a host or promoter.
