When is the best time to go for Halloween? The weekend before or after the 31st?

Both I would have to say, I don't think you can go wrong either way. Line ups will of course continue to come up over the next few weeks.

BEFORE! I have been there twice on the weekend after halloween and it sucked horrible. Especially with the holiday falling on a week day. The clubs were dead due to the fact that everyone basically had their blowout halloween party the weekend prior and then again on Halloween. Then Fri/Sat were still good, but not what they should have been. So if you can pick, go the weekend before.

Yeah, I really have to agree on that one. Before is always better and there is much more going on!
