They honestly are not my friends, they are friends of my friends that invited and they are seriously being bitchy. They say they are poor and are cramming 6 girls in one room to save money. When I asked them why they are going to Vegas if they cant afford it they respond with the whole guys will pay for everything and girls get everything for free in Vegas.

Sounds like I will need to be accommodating for my guys and a few of the ladies who will pay and screw the rest of them. Luckily all my true friends are in one suite and the other girls are in a different room. Makes things a bit easier.

Seems simple then. Book table for 5... get 2-3 bottles for you, your boys, and your girl. They can stop by the table and hang but are on their own for beverages if they don't wanna throw in. You're not excluding them but in the "guys pay for everything in vegas" equation, guys does not = you. Simple Simple.

It sounds like you just want everyone to have a good time on equal footing and not get screwed (financially and in terms of having fun) like some past experiences have shown you. However, like outlined you have a group within your group not willing or very resistant to pulling their own weight toward the trip.

Vegas never seems to work when part of the group is being cheap or just refusing to pitch in at all. It's the others (the ones who are willing to contribute) who get the short end of the stick in these cases. Somtimes, you just have to be selfish, and I think this is one of those times. Don't mess with your Vegas trip let alone your bday Vegas trip, life is short. You said yourself, the main people you care about are 100% on board with you. Go with that. Take a selfish line on the rest of them. Don't relive the past experiences that you talked about in your op that turned out poorly.

If your trying to be amenable moreso b/c the guys in your crew who are down are the one's wanting things to go well with these girls who don't want to contribute, than, I hear you. You want your boys to be happy, so your putting up with the girls being cheap. You need to talk sense into your boys than. Don't mess around with Vegas trips, make them right.
