I'd highly recommend the new East Fremont area downtown. Cool bars like Griffin and Vanguard and a fun crowd. It's kind of where the hip people that live in Vegas go to hang out.
For solid cocktails, hit up Herbs & Rye which is off The Strip.
Bars that are on The Strip that aren't crammed but still cool are starting to gain traction. Lilly is a great hangout (though drinks are around $20). Cosmo has Chandelier Bar which is great for watching people go in to Marquis. Also, Shadows at Caesars is a good place to belly up. Frankie's Tiki Room is another must-do.----
