I can't start a new thread in the Trip Report. Can someone help me figure out why?

I can post replies, but I can't start a new thread there.

when i click the new thread button i get this message

Is this your first time trying to post there and did you ever figure out what the problem was? I have posted several times in the Trip Report, but I can't now for some reason.
