dress code or...not so dressed code - Halloween

I am an artist and would like to incorporate a good amount of body paint into my costume.
I will be wearing a tutu-like skirt but am not sure how modest I must be up top.....pasties with paint? Allowed or not allowed?
Also, after walking in 5inch heels the last couple evenings, flats sound amazing. Will I be considered in breach of dress codes not wearing heels?
