If you really have a need to pay for sex .. why do it in Vegas. There are legal brothels all over that will in many cases even provide transport. You then can pick from a bunch of women that you get to see and talk to. Plus those girls are tested regularly and they have to practice safe sex. So you won't get arrested and the chances of you going home with something nasty (or have something nasty show up at your hotel) are way lower. Though if you cannot get laid for free (or the price of a few drinks) in Vegas you are doing it very wrong.
