Most will not be open at 7 am and they will not be taking bets then so you will have to get the bet in the night before. They typically open around 9 am unless there is a big sporting event going on

About 2 years ago I placed a bet on England vs Belgium in a friendly at Caesars palace. So there are places that have the games. Like the other poster said though, make your bet the night before as the games will probably start before the Vegas sportsbooks open.
Absolutely. Betting on soccer, particularly the English Premier League, is becoming increasingly popular in Las Vegas. You'll find basic lines posted at nearly every major sportsbook. However, you'll find a larger variety of bets on offer at Cantor sportsbooks, which can be found in Cosmopolitan and Tropicana. They almost always offer the most favorable odds and best variety of bets on soccer in Vegas. With the World Cup approaching, you'll begin to see all the major books offer a larger variety of bets (correct score, half time/full time, and a large assortment of prop bets).
While nearly all the major sportsbooks televise games, I think you'll find the sportsbook at the MGM Grand most favorable to watching a game, even the early games (which can kick off as early as 4:45am local time) are televised when the sportsbook hasn't even opened.
