My answer for you...there are hot men EVERYWHERE in Vegas.
However, I've had the best luck at pool parties (everyone is already 1/2 naked and you have good light). Most importantly Wet Republic. The bigger the party, the better.
There are so many people in Vegas, you will find hotties anywhere you look, restaurants, casino bars, GAMBLING. It might depend on what type you're looking for as to where you start your search. Some casinos draw a younger, more party-centric crowd, some draw an older, more refined(?) crowd.
