Air Bar (on top of Stratosphere tower)

Has anyone been to this lounge?

i'm having trouble trying to picture how it fits in with the other spots at the top of the stratosphere tower. is it in the old Romance space? interested to hear how you can smoke and drink on the upper outdoor deck.
