Free Entry Passes

Last time we were in Vegas my buddies and I were walking around the Forum Shops in Caesars and some guy was handing out "free entry passes" for Pure or whatever club is in Caesars.

Do these guys hand out these passes all the time or only when Vegas is dead? Also do they always hang out in the same place and where can we find them again?

you can usually find passes for the ceasars clubs in the shops (on the counters, ect.).
