Especially when you know you are gonna spend the F&B min anyway without the chair. Saved cover charge = more $ for beverages.

Not sure. The $1500 is the F&B min, but I don't know how if they enforce a bottle min or anything.

they dont care how you spend the money. usually the waitresses will try to push the bottles, but its not required.
