check out spyonvegas.com they have open bar at different venues monday thru friday, other than that you can go to old vegas where drinks are very cheap, htere are places if you search around that have 2 for 1s etc.it's that time again, let's get #28 gentleman....for the boss -

Last year we went downtown to have a look around. Stumbled into a bar called Hoggs and Hiefers. They had $1 PBR's that night and the shots were reasonable. We pre-gamed hard core there. If you BS with the bartendars and raise hell and make your own party it's good times.Comment

Pregame at the hotel room and at the casino. Its a cheap move but they give you free drinks if you gamble so get cozy at a penny slot or some place fairly cheap, but in a 5 or 10 and just take your time.
After every drink just tip the waitress a buck and ask her to come back in like 5 minutes.Comment

Probably won't be of use to you but Christian Audiger and Mist @ Treasure Island are great for free female drinks (before 12:00 or 11:00 I believe). Also, decently priced (and ridiculously huge) Margaritas @ Fat Tuesdays (located all along the strip: Planet Hollywood, Caesars and MGM).
The spyonvegas.com open bar is also a great idea, which NYC2Vegas recommended.
