You won't be able to get a "guaranteed" location anywhere unless your spending huge money. However, you can ask if it's reasonable to expect a certain location with your minimum and tip, and just be up front that you absolutely don't want to be outside.
That said, it's pretty tough for any host to talk confidently about location more than a day or two in advance because in the end, he with the highest minimum gets the best table. I'd suggest having a couple options at your disposal then locking something in a day or two in advance when the hosts know all the variables better.
