11pm is normally when things get going. Based on my experience, you wont be out to the clubs until midnight if he is arriving at 9pm.

Get on a guestlist (if your there earlier) otherwise, you can always attempt to get into Drais at Bills Gamblin Hall. It opens up at 1am.
